Alternatively, these may be diversionary. Prick the bear here and there and they may withdraw troops from the front to protect the border regions, thinning out the front. That may help the projected Ukrainian offensive, particularly if the troops withdrawn are reserves intended to blunt said attacks. It also helps if the raiding troops are actually Russian so that the Ukrainians can state that no Ukrainians entered Russian soil - better PR.
