The house is in a state run by idiots, in a city whose central core is being abandoned. The city has a tendency to overpay to house bums, drug addicts and invaders. The public schools of the city are experiencing declines and no public school is likely to have a high achievement student body during the next seven years. The private schools are experiencing increasing levels of incorrect political correctness.
The 2028 expected value is an estimate and is of course not guaranteed.

If you ask $100k and it appraises for $80k, the buyer will likely need a larger down payment.
Now if your city or county has been charging property tax based on $100k, you might have grounds for appealing the low appraisal.
