The only answer at this point: enforce vagrancy laws. Give mandatory 6 month sentences, where homeless are sent to New Deal style CCC camps far away, where their drug and mental problems can be addressed.
Just the threat alone would keep 70% of them off the streets.
Ashland is supposedly doing this...my hub sent an email to Wheeler months ago about trying this.
They’ll ride around on the train, taking up multiple seats, making it smelly and filthy and panhandling the passengers, just like every other city.
Portland has a history of bending over backwards to make exceptions for the “unhoused.” There was a place called Dignity Village. Some worried about building code enforcement in the shantytown. They just waived the codes. Some dude blowed his hovel up, real good, with a leaky propane stove.
Proposal:

That is dead on arrival. Homeless people just don’t do that.

Exactly. Who are Portlandians kidding? Portland is the homeless encampment.
So…. who’s Portland going to hire to enforce this? Does anyone think the Portland PD will be able to clear 50,000 people every morning? Are they going to jail all the bums, loons and druggies who don’t comply and seize all their junk?

The Portland PD has better things to do.
Things like hiring women, minorities, fags, & dykes.
Making sure grievance groups get a paycheck & a pension is their #1 priority.

Once the word gets back to the street the homeless will be running far away from that jurisdiction.

these CCC-style camps wouldn’t be prison, per se. They’ll live in group quanset huts, surrounded by a fence. They’ll do work in surrounding fields and forests for pay. Simple and cheap. They’ll have drug counselors living there too
If they escape, they will simply be brought back. Its not meant to be high security - but it will keep them off city streets
I know - in Woke America today, its impossible. At least not until the neo-marxists have achieved total destruction of society. And then we’ll all be living in them.
My view is that humane treatment of the homeless is the wrong way to go.
We want homelessness to be miserable and awful with terrible punishment.
People tend to avoid pain if it is severe enough.

Again, these articles now make up 90% of “news” about supposedly actions.
I am “mulling, considering, thinking about, planning, intending to” win a Pulizer.
USA needs to start residential treatment facilities for the mentally ill, get them off the streets. That will solve a lot of the problem. It is hideous that USA and the fifty states allow the mentally ill to live homeless and under bridges. Hideous.
If they were serious about the homeless problem, they would be serious about the homeless problem.
