And many might not even be susceptible to reform. A good chunk of habitual criminals are reflexively like predators in the wild. Notions of morality assume socialization, the acceptance of common norms and the suppression of all against all violence for the common good. When this socialization is lacking, a criminal is just like a lion on the prowl. Except in the wild, all of its prey assume that the lion is hostile, and either attack it in packs to drive it away or kill it or run away from it. Criminals in civilized society get to hide in plain view.
