It’s not just a “part of that effort”. It’s the only possible way they can achieve such a goal.
I remember when Democrats would just deny the racial crime statistics. Finally, when the internet became popular enough that everyone could check “fbi.gov” themselves, they stopped denying it, and instead switched to claiming it was “racism in the courts” to blame. But of course, black people are almost always convicted by juries consisting primarily of other black people, so that didn’t fly either.
Finally they seem to have acknowledged that simply not prosecuting blacks is the only way to achieve the equality of outcome they desire. They don’t say that, but they do demonstrate that by their actions.
In effect, she admitted that black men are responsible for more than their share of crime.
