Only a POTUS executive order to the bureaucrats will get Congressional demands for documents handed over, and that will not come from Biden.
McCarthy can order the House Sgt At Arms to arrest Wray and drag him before Congress in chains. He doesn’t need the DOJ to do a damned thing. Congress has the inherent power to jail for Contempt. There’s a cell in the basement of the House for exactly that purpose.
It was done in 1934 and the Courts upheld it.
The only thing stopping McCarthy is a lack of balls.
