Thus, I believe that {utin is saber rattling, and he will not use nuclear weapons in response to some pinprick attacks by the Ukranians on Moscow.
But, if the Ukranian offensive is successful, (say Crimea is overrun) then the Russian will see themselves being defeated, and reduced to being an American vassal. Being desperate, they will use tactical nukes, hoping they will be a game-changer, to effect a truce, on the chance that the Americans might aceept a compromise instead of wiping out humanity.
