It wasn't speculation since it happened on February 24th, but you're right, it wasn't an "official" announcement, all the noise was from Russian propagandists promising how great it'll be.
Reminds me of the bit in the comedy movie Airplane where he tells his girlfriend the enemy positin they are attacking including the time and angle of attack...but when she asks when he will be back he says “thats classified”...
Ukraine is working with NATO:

There are two general categories of questions that we are simply not going to be able to address. On, those that would give our enemy advance warning of our actions, and two, those that would identify any points of weakness or vulnerabilities to the Iraqi forces. So let’s reopen the floor to questions.

Lt. Col. William Pierson: No, that is something I really cannot comment on.

Well, sometimes things get announced as a distraction.
Perhaps implying a coming offensive causes the Russians to hold troops back from their offensives.

Entirely predictable, Ukraine has been able to resupply their Human Shields, Women and Children they use at Point and they have found a few undefended villages for the limited HIMARS rounds they have.
