Putin isn't going to starve them all. What my Russian contacts tell me is that they've been going through the Bible looking for something that would be appropriate and they think they've found something:

"ISA 20:4 So shall the king of Assyria lead away the Egyptians prisoners, and the Ethiopians captives, young and old, naked and barefoot, even with their buttocks uncovered, to the shame of Egypt.

I.E. strip them all naked, chain them together by the ankles, and frog march them through the territory so everybody can see how messed up they are.
