U.S. officials reportedly believe that Ukraine was likely behind the failed drone attack on the Kremlin earlier this month, along with a number of other killings and incursions on Russian territory.
Intelligence officials do not know which unit was behind the drone attack, and it’s unclear if Ukrainian President Volodymyr Zelensky knew about it beforehand, The New York Times reported.

Ukraine's Zelenskiy blames Russian missiles for deadly Poland explosion KYIV, Nov 15 (Reuters) - Ukraine's President Volodymyr Zelenskiy said on Tuesday, without producing evidence, that Russian missiles had hit Poland, a NATO country, in what he called a "significant escalation" of the conflict.

The drone attack would be impossible because the Russians have these things called jammers, and these jammers have been in use in and around Moscow since Ukraine started using drones en masse.
Jammers don't work if the drone isn't being actively controlled. If it's just set go-to GPS (GLONASS) coordinates, Jamming those signals hurt Russian military/civvie that use them. And you'd have to jam them for a good while around, just the small area around a major target would be ineffective.
Likewise, jamming cell phone signals would heavily affect anyone in the buildings or surrounding civilians, so not really an option either. Unless the Russians know the exact frequencies the Ukrainian drones are using, there's no viable way to just generally jam them for a significant distance around every potential target.
