The railroad and the state and Federal governments were reporting relatively little damage to the water, air, and soil, with their statements dutifully repeated in the local and national media. However, word of mouth about more severe losses, such as dead fish, livestock, and wild animals, as well as people succumbing to various illnesses, spread in the community. While this may have been standard behavior 30 years ago, the alternative media reported the information that was not reported in the mainstream media. The severe repercussions spread to the general public through the alternative media.

Pete Buttigeg is acknowledging that the Federal government and its allies in the state government and the mainstream media lost control of the narrative.
