If they have a non tech pool that does not allow white applicants and a tech pool that permits whites in the pool because they will not be able to fill the tech internships with exclusively with competent POC, it is not a stretch to believe they will give preference to competent POC over competent whites in the tech hiring process. In that sense, the entire scheme smells of bias based on race.
