The only problem with that is it could pave the way for FALSE Whistleblowers to come out just for the money. Better to GUARANTEE that they keep their jobs without fear of revenge or payback.

But you can’t guarantee it. There is always retaliation against whistleblowers, no matter what the law says. So you might as well compensate them enough to make it worth their while.
As for false whistleblowers, well they will not be able to produce legitimate documents and such to back their claims like real whistleblowers would, so I don’t think they would be much of an issue. Just make sure nobody gets the money until the claims are verified.
