The stories were rampant even during his term that his staff, even senior cabinet level advisors were frequently working to undermine, slow walk, or outright manipulate Trump's legitimate authority, either hoping he'd forget (which he often did), or get caught up in a different struggle (again, which he frequently did). There were dozens to hundreds of times that he'd announce something publicly that could be done in an afternoon ... and then months would go by with no action.
