My solution is a "special assessment" on all professional athletes, let them put their money where their mouth is.

Or how about a $5 surcharge on every ticket to every professional sporting event, to include colleges, who are no longer "amateur" sports, we all know that ship sailed long ago.

Create a big pot of money for "reparation dollars".
