Charging people nothing for criminal violations doesn’t exactly do anything to change their behavior either. It actually encourages criminal actions.

Yes...a ticket for speeding or any other traffic violation is suppose to hurt your pocketbook. That’s why you don’t speed or violate the laws. If you can get a smaller fine that doesn’t hurt your pocketbook...how often will you violate the traffic laws again?
