I don’t think that was “perfectly stated” since there was not total failure. I do suspect better (at preventing infection) vaccines could have been created.
Also, I think the effects on young adults (those under age 30) should have been better researched before distribution to young adults - there was time since older adults got vaccination priority.
When bureaucrats are benefitting directly financially from the industries or companies that they are responsible for regulating and approving products sold to the public, including those products incentivized by the government, it is corruption. When those bureaucrats and companies hide or disguise safety related data associated the products, it is criminal.
