Any measures short of executing users and dealers is legislative utility. If it had never been criminalized it would be a low level problem with weed at the same potency as it was fifty years ago. Criminalizing it made it smuggled merchandise and when it is smuggled the concentration of the active ingredient makes the same amount of goods less and less bulky thus easier to carry and harder to detect. Prohibition turned America from a beer drinking country into a whiskey drinking country. You can move a lot more alcohol across borders as whiskey than as beer. The same thing has happened to marijuana and to hard drugs. We have gone 3̀%THC to 40% THC, from opioids to fentanyl. With the concentration of THC weed has become a “hard” drug with some severe mental effects. And we are in a catch 22. With the traffic so regularized and normal and the cartels evermore taking control of the agriculture in this country, legalizing it made the use of the newer hard drug weed the norm and legal. We cannot keep it down to he proverbial “dull roar.” Pandora’s drug box is opened .
