Why don’t we just annex all of Central and parts of South America? Throw in the Caribbean.

We basically have a lot of the Caribbean under our control, except for Cuba.

The people of Central and S. America want to come north, because, the U.S. already has the infrastructure in place, and to do the same for countries south of the U.S. would take another 100 years or more. Why settle for a rundown old house, when a sturdy and very nice house is already available and easy to get to and live in.
