After the breakup of the Soviet Union, documentation was made available that we'd never seen before. Kennedy assumed that Russian missile commanders had to get nuclear launch orders from the Kremlin, so he had wide-band radio jamming initiated for Cuba. The Russian documentation revealed that Russian missile commanders may fire anything they have available if they are cut off from higher levels. This is contrary to all other Russian military command structures. The missiles in Cuba were under the command of junior officers, who had the missiles "spun up and targeted". One senior officer placed them in a "wait and see" hold. Had Kennedy made one more aggressive move, they would have launched.

They were Jupiter medium range missiles night Titan. Titans were intercontinental missiles and liquid fueled as well. (Titans didn’t become solid fueled until the Titan III generation.) The Jupiter missiles were liquid fueled so basically obsolete. So, we traded off a soon to be obsolete system and I guess promised the Soviets we wouldn’t replace it. Not sure we won that deal!
