Cheney had long-standing ties to Wyoming (he was their congressman for years) and still owned property in Wyoming, so moving his domicile back to Wyoming was a simple thing. Trump could not just announce he is a resident of Wyoming, but he could move his domicile to a state where he already has ties and owns property fairly easily.

Cheney spent a huge chunk of his life in Wyoming, and was a U.S. Rep. from same. Trump could pick another state with one of his hotels that isn't total commie (Nevada?), I suppose. I doubt he has even a slight connection with Wyoming.
