The homeless guy was ranting that he wanted food and water. That he didn’t care if he went to prison - or if he died. Then he threw his jacket on the floor.
That might be enough to be in fear of one’s safety. Had in a clenched fist and moving towards somebody - most definitely.
Trying to find the actual quotes that I read the other day but I can’t find them. Only thing I can find is that “he said he was hungry and thirsty”. And then some white dude killed him and didn’t get arrested.
One of the witnesses stated that the guy was still difficult to get under control, and if we thought he might die that we would have stopped restraining him.
I meant “had he had a clenched fist...” Who knows if he did, or if there were other small actions that could be perceived as the beginning of possible violence.
