Zephyr caused multiple commotions on the house floor to be censured and removed FROM THE FLOOR.
Zephyr is allowed to be a member with full voting rights if HE attends from HOME via (whatever internet site).
Zephyr decided to sit in the capital hallway (no appropriate internet connection there) to show what an a$$ he is. Apparently laws do not apply to him...
