Why does Ukraine CONTINUE to locate military facilities right next to civilian locations?

You mean those military facilities that defend those civilians against indiscriminate Russian attacks on their own country?

I don’t believe they need to be in such close proximity for defensive purposes. Really only one reason...

No, those military facilities that are important targets. A higher value than the "collateral damage".

The Iraqis did the same thing, prompting the US to use concrete warheads in precision munitions. Russia doesn't have the luxury of air superiority at this time.

I'm not condoning this mess, just explaining the trade off.

There are no military facilities in Uman. Other than the annual pilgrimage by Breslover Chassidim to the grave of their revered teacher, Rabbi Nachman of Breslov, it is literally in the middle of nowhere. There was no legitimate reason to attack it.

A good friend of mine is in Uman now, expected back any day together with his two teenage sons. They might be back home already. I hope for their sake they are.
