Republican was seated gov. Two years later the democrat was seated due to working its way through the court. Took over 18 months to work through.

Given the small difference in the vote totals, that is a large number of outstanding ballots remaining to be counted for the race to have been certified. Also, there should be someone monitoring the counting and certification of these ballots besides people connected to Hobbs or the current SOS’s office.
