These feral "teens" might know where their mother is at, but it's doubtful they know where—much less who—their father is.

Parents??? They, more than likely, live in homes with no fathers, and have never known parental authority which is an early step in normal child development. From that point on it is a rejection of all authority - school, law, etc.
This is the fruit of urbanization which I call the cancer of society.
