How will the utilities know your income, will California require that you provide your tax returns to them, or merely grant access to your return on their own?

When I was a lad in SoCal in the 50s, the word was that the best place to see celebrities was at the Hollywood unemployment office. As soon as a picture finished, everyone involved filed for unemployment benefits. Seemed odd that actors making very big bucks would do this.
