Three major utility companies in California are looking to restructure customer billing, and part of that means customers could be charged based on how much money they make.
Southern California Edison, Pacific Gas & Electric and San Diego Gas & Electric filed a joint proposal this week for a flat-rate charge based on income.
The plan would break monthly bills in two parts: The fixed-income rate, plus a reduced usage charge based on consumption.
Under the proposal, it would cost as little as $15 a month for low-income households and up to $85 more per month for households making more than $180,000 a year.

I am not a lawyer, but I do not immediately comprehend how a state could take something that is prohibited by federal law and legalize it. There might be something wrong with my understanding (but if so, what?). In connection with all of this is that it is my impression (note: not researched) that IRS code prevents IRS information divulged by ordinary taxpayers from being released to the general public. (If I am wrong, my apologies.)
So a middle class person would pay about as much for electricity as a multi-millionare in a 15,000 sq. ft. mansion?
And how reduced is the ‘reduced usage fee? Can’t be much or the plans won’t be economially viable.

How could they pass an audit if they don’t keep more than 3 months of records? (In this state, local governments and public utilities are audited once a year).
It is California. The IRS thing is nothing but a red herring. They will just ask the California Franchise Tax Board. They can certainly pass a law requiring the FTB to give your income information to the utility.

Great. I wonder if the principle works in general. If I mail order a gun, that is certainly illegal. However, if I mail order a piano that happens to contain a gun, then that should be OK, right? (rhetorical question.)
Seriously, I would hope that federal tax law would somehow, somewhere prohibit this from happening, as a backstop to stupid states acting stupidly out of stupidity...
In Indiana that would be illegal. The statutes regarding utility rates clearly states that said rates shall be non-discriminatory.
Of course California gets audited once a year, by people WHO ARE APPOINTED BY THE DEMOCRAT STATE LEGISLATURE!

OH really, well after last summer reduced power and asking ev owners not to charge their cars. we shall see.
Will they also say restaurants can charge more to fat people???
The demise of the local Golden Corral restaurant was/is as such it be.
And,,, as such with all the good bidness, they lacked getting recompense commensurate with the out of average buffet consumption and comped out well as well in the woke mode operandi.
Plus the a sparsity of gratuity in monetary form did not bode to help the help a tall.
