It would seem the extent to which Trump “praised” these men is stating that they are intelligent humans. They both have outmaneuvered the US for decades so perhaps Trump is on to something.

This is how Trump talks about issues and countries. It is not new for him, he has talked like this for years. When he wants to get a point across or negotiate, he praises. When he's mad he goes full New Yorker and never liked ‘em anyway.
