Yes, to get a TS clearence, you’ll fill out the SF 86, followed by a background investigation, credit check etc., but it’ll be compartmentalized to whatever program or mission you’re involved with.
A low-rank ANG guy may need a TS-SCI for his partucular mission, but would not have access to anything like what we’ve seen coming out.
I have not been in the military so will defer to others - but this is what I mean. Mass Air-guard is a long-way from Ukraine. OK, maybe some of their planes are carrying weapons to Poland/NATO. But also, a 21 year old who recently requested transfer to intelligence - how much trust/clearance would such a kid be given?

You really can’t make that determination unless you are framilar with his particular job tasks. He very well could have had a “need to know” for that information but you don’t know that one way or the other. And “low ranking” is not a criteria for access.

He certainly should not have that access, but would he not? Bradley Manning was a private and managed to access all sorts of things he didn’t need for his job. Reality Winner was just a translator.
