SCOTUS addressed this issue at the Federal level when the House expelled Adam Clayton Powell. Of course his Harlem constituents voted him back in. When the House attempted to refuse to seat him, SCOTUS ruled that they had to accept him.

I have no doubt that the voters in the Memphis and Nashville districts will vote both expelled members back in. And there they’ll stay.

I'm sure they will have lifetime seats now.

If the two gentlemen straighten up and behave in public, it will be a good lesson for all.

If they act-up again, send them home again.

And in the back and forth make sure no goodies are sent back to the districts in insurrection.

In Washington D.C. they put people in jail for acting ugly inside a government building.
