Especially in that era, Florida was (and is) pro-developer. Once a planned unit development plan is filed and approved, they have the key permissions they need aside from routine building inspections. There were multiple reasons for the Reedy Creek Improvement District that included Disney being able to exercise control over non-Disney properties for Disney's advantage. In that instance, Disney is the government in the form of the District.

Moreover, Disney has had many proven derelictions in the form of hiring sexual predators and employees and guests getting injured or killed by negligence in the form of everything from faulty rides to an alligator that gobbled up a visiting toddler on a lakeside at a Disney hotel a few years ago. That danger was well-known to Disney managers but they failed to take effective action.
