This happened in Juarez, Mexico not El Paso, Texas. The dead prisoners were from Guatemala and Honduras. It was the Mexican, not the U.S., government that was deporting them.

Ooh, you mean that the Mexican gov’mt were actually enforcing international law by deporting foreigners back to countries of origin?

Anyone claiming asylum must stop and plead in first country outside their own. In this case, possibly Mexico — Not USA. But, apparently Mexico decided that a bunch of young thugs from south of Mexico did not deserve asylum.
