Medicare and SS are not sound actuarially. They are unsustainable unless you raise taxes or reduce benefits or some combination of both.

The federal government is not raiding either one. When the revenue comes into the Treasury from SS and Medicare taxes, they are converted into non-market, interest bearing T-Bills backed by the full faith and credit of the USG and deposited into the Trust Funds, which pay out benefits. Benefits have outpaced revenue for SS since 2010 and Medicare since 2008. The trust funds for SS will be exhausted in 2034 for SS and 2028 for Medicare. By law, this will mandate a cut in benefits not to exceed revenue.

I can give you 30 or 40 million reasons why they are not sound. It's called people that do not belong in the system since they never paid for it. That's the cause and little else. When you put millions and millions of dead-beat losers and more millions of illegals on a system that you should have paid into and didn't of course it's not sound actuarial.
You are right. It's not sound. But, that's the reason,little else.

We can start by removing all of the SSI payments and SS Payments to anyone who did not contribute into the system, 1st.
Washington can create a new fund to fund them and let them vote on those monies every year.
