Actually where Russia is sending food is not important.
It's where Russia says they want to send food, and when the West blocks Russia from sending food.
Most likely African Leaders will believe Putin and they will observe that Ukraine and the West blocks Russian ships and shipments.
The will also observe that the same grain will be sold to Africa by Ukraine and delivered by Ukraine shipping.
The trick is: Do they have to pay a higher price to Ukraine and toe the US line to get it.
If so, Putin Wins and Africa hate the US and Europe.
If the Grain deal goes through and Russia ships food to Africa at a discount on Russian ships, Putin wins and Africa loves Russia.
Of course the US could give Ukrainian grain free to Africans, Forever ...
Also they just gave notice that the Ukraine grain export deal will end in 2 months unless we live up to the other part of the deal that requires us to allow Russia to export fertilizer without interference from sanctions and being denied access to banking and insurance.
After the deal was signed, we only held up the part of the deal that allows Ukraine to export wheat. The things Russia was allowed to export in the deal is still sanctioned.
So the Uke wheat deal is going to go away in all probability.
