Or the Grand Jury panel is getting skeptical.
I would suggest that if you had a case like this in 2019, before Covid and the crime wave...would be lesser skeptical views from regular people on the Grand Jury (at least in NYC). Right now...they might be wondering why no one seems to prosecute assault/robbery charges.
