Yes congress does have a fund to pay out sexual harassment complaints from their staffers.

Yes. I don't think anybody but Leftist Democrats and Never Trumper RINO Establishment types are going to give this cockamamie theory that it was a campaign finance violation any credence....especially when the courts have already rejected precisely this argument before and the Federal Election Commission already said this is not a violation.
