A grand jury has 23 members. In order to conduct any business - hearing evidence or deliberating - a “quorum” of at least 16 grand jurors must be present. In order to make a decision, at least 12 grand jurors who have heard the essential and critical evidence and also the legal instructions must vote.

Furthermore, it is a violation of Federal and NY State law to lie to a grand jury. Gonna cost the Rat 5 years in the Fed.
