Not quite. The million was total mobilized over the duration of the war, not peak strength.
If you are saying that the Ukes are fully moblized and fighting at peak strength you are delusional. Their army should have 20-30 operational divisions by now. For a country with 18 million males, 9 million of military age, their army is a joke.
