According to the Hersh article, the Norwegians, Swedes, and Danes all had knowledge of the operation. He doesn't say if the Germans knew or not. I think they did not know. Germany alone conducted the bombing investigation, while Norway, Sweden, and Denmark all said, "We're good, thanks."

Also, in the days following the bombing, Scholtz appeared to me genuinely dumbfounded when asked about Nordstream, whereas Scholtenburg and the other Scandinavians were more coy in their responses. Poor Scholtz. He's like the poker player who doesn't realize he's been the sucker until he loses all his money.
