If they were serious, this would have been a front-burner item in 2017 and 2018 when they had solid majorities in both houses.

This issue has come to the Forefront in the past few years. There were not nearly as many of these so-called trans people in women’s sports in 2017 and 2018 as there are nowadays.

Good point. I'm glad many red states are implementing this on a state level, but it would be good to have a nation-wide protection of female athletes.

I believe you are mistaken. This is not logic, it is fundamental defeatism. It requires the following assumptions:

1. Republicans are all the same, unified, and the same today as yesterday and forever.

2. Republicans cannot be changed, pressured, primaried, or reasoned with. (variation of 1).

Those assumptions are unlikely to be correct.
