Those fiber optic charts are put out by the companies themselves so ships will avoid anchoring on them etc.
Same as underground nat gas pipelines and fiber optic cables.
Such as the Nordstream pipelines. Mapped and charted to the meter for the entire world to see and take precautions.
They are all mapped to prevent accidental digging etc.
