I always thought the fine was $25,000 along with 5 years in jail.

Unfortunately, that is true. We plain ol’ American citizens
have no rights, compared to various other groups of people in this country.
Here in SoCal we are very familiar with the cultural habits of illegal aliens. A superior species to Americans, according to the likes of Joe Biden and George Bush junior and many of our betters in the corporate world.
Anyway eagles aren’t the only thing that they are rumored to shoot. Hawks had better watch their six. Roadrunners. Maybe Gambel’s Quail as well, I don’t see them around here any more. I wish they would shoot coyotes but those don’t seem to be on the hit list.
US taxpayers supplied the cash to buy that firearm.
Illegal aliens were receiving taxpayer cash, got bored, and decided to use some of that cash to buy a firearm and shoot stuff.
16 U.S. Code § 668 - Bald and golden eagles
Whoever, within the United States or any place subject to the jurisdiction thereof, without being permitted to do so as provided in this subchapter, shall knowingly, or with wanton disregard for the consequences of his act take, possess, sell, purchase, barter, offer to sell, purchase or barter, transport, export or import, at any time or in any manner any bald eagle commonly known as the American eagle or any golden eagle, alive or dead, or any part, nest, or egg thereof of the foregoing eagles, or whoever violates any permit or regulation issued pursuant to this subchapter, shall be fined not more than $5,000 or imprisoned not more than one year or both: Provided, That in the case of a second or subsequent conviction for a violation of this section committed after October 23, 1972, such person shall be fined not more than $10,000 or imprisoned not more than two years, or both: Provided further, That the commission of each taking or other act prohibited by this section with respect to a bald or golden eagle shall constitute a separate violation of this section: Provided further, That one-half of any such fine, but not to exceed $2,500, shall be paid to the person or persons giving information which leads to conviction: Provided further, That nothing herein shall be construed to prohibit possession or transportation of any bald eagle, alive or dead, or any part, nest, or egg thereof, lawfully taken prior to June 8, 1940, and that nothing herein shall be construed to prohibit possession or transportation of any golden eagle, alive or dead, or any part, nest, or egg thereof, lawfully taken prior to the addition to this subchapter of the provisions relating to preservation of the golden eagle.

Of course, when fishing, they are known for their strict adherence to the “Filet and Release” protocol when they exceed the bag limit or the fish are undersized....
I knew an old Cajun who would take friends to Canada fishing. They would catch, clean and fry all the walleye and lake trout they could eat while on their boat before bringing in their legal limit. Never got busted for that, AFAIK.
Guess this was really a bald bald eagle with no feathers because:
A Louisiana man accused of keeping a feather from a bald eagle he “slaughtered” is headed to prison, according to federal authorities. A magistrate judge sentenced Daniel Smith, 20, of Homer to 30 days in prison after he was found in possession of a bald eagle feather in 2019, the U.S. Attorney’s Office for the Western District of Louisiana announced in a news release.
