Don’t rehabilitate....just exacerbate the problem.

Not one single street beggar will stop begging, and not one hooker will stop plying her trade.

Why would a recipient spend it on rent an living expenses...thereby making them NOT homeless. Ergo, not homeless, no free money, QED.
