That 14,000 number — from independent sources — was the TOTAL killed from 2014 - 2021, and included combatants and non-combatants, FROM BOTH SIDES. The total number of civilians killed was less than 4,000, and THEY were killed by both sides. And I don’t think that includes the 280-odd civilians killed when the Russian separatists shot down Malaysian Airlines flight MH17.
