He has been hospitalized for a psychotic episode. Or intensive stroke rehab. Either way he is a mess. Take him to the vet.

May I suggest the affliction is “long COVID”, the effects lasting long beyond the early symptoms of a deep COVID-19 infection.
The confinement is for the good of others, not the patient.
