PR exercise. Works in several directions BTW.
The domestic purpose was doubtless paramount, this sort of thing helps Biden’s popularity.
Abroad it serves the US image (US domestic politics, believe it or not, is neither obsessed over nor much understood in foreign countries) it helps the US image.
It helps Ukraine, collectively, and Zelensky personally, in obtaining continuing aid and buy-in from other countries.
This sort of thing works on several levels. It helps to have some experience in seeing the US from the outside.

Yep. And they would have been very dumb not to take the opportunity to please the US powers that be with this simple PR gesture. This is all theater, that’s the point, and theater is important.
