Likely towards the high end, considering that what we have to deal with:
1. Acquiring the raw materials from countries that either hate us, or are not too hot on us.
2. Building permits and making factories - for example, it’s difficult to re-convert a shopping center that had been an aerospace plant...back to being an aerospace plant.
3. Training a bunch of Video Game Junkies to understand which end of a screwdriver to hold.
4. Speaking of junkies, either getting rid of drug testing at these factories, or trying to find several thousand people who can actually pass a drug test.
5. Dealing with a workforce that is a victim of our HORRIFIC ‘educational system’.
The bottom line is that the problems are far worse than simply creating and starting up production lines - the problem is that we are NOT NEARLY the same country we were even 30 years ago.
You understand it all well. The political grift takes years also.
