The Biden administration is preparing to sign up the United States to a “legally binding” accord with the World Health Organization (WHO) that would give this Geneva-based UN subsidiary the authority to dictate America’s policies during a pandemic. There is nothing "legally binding" that Biden can do. This would be an international treaty requiring ratification by two-thirds of the Senate to be legally binding.

“The Congress shall have power
to regulate commerce with foreign nations
to make rules for the government and regulation of the land and naval forces”
The word “shall” means that Congress remains the ultimate decider and no treaty (or court decision) can remove any Article I, Section 8 power from Congress.
