Yep. The only ones with standing to sue over congressional action/inaction is the House of Representatives. The only ones with standing to sue over Senate actions/inactions is the Senate. And don't forget, the only ones with standing to sue over elections (without going through the individual state candidate contest laws) are state legislatures.
